As the UK and many other western societies face up to the consequences of a rapidly increasing prison population, so the search for alternative approaches to punishment and dealing with offenders has become an increasingly urgent priority for government policy and society as a whole. This book reports the results of the research programme commissioned by the Coulsfield Inquiry into Alternatives to Prison, which was funded by the Esmée Fairbairn 'Rethinking Crime and Punishment' initiative. It is written by leading authorities in the field, and provides a comprehensive, authoritative

Making History Count introduces the main quantitative methods used in historical research. The emphasis is on intuitive understanding and application of the concepts, rather than formal statistics; no knowledge of mathematics beyond simple arithmetic is required. The techniques are illustrated by applications in social, political, demographic and economic history. Students will learn to read and evaluate the application of the quantitative methods used in many books and articles, and to assess the historical conclusions drawn from them. They will also see how quantitative techniques can open up new aspects of an enquiry, and supplement and strengthen other methods of research. This textbook will encourage students to recognize the benefits of using quantitative methods in their own research projects. The text is clearly illustrated with tables, graphs and diagrams, leading the student through key topics. Additional support includes five specific historical data-sets, available from the Cambridge website.

' Measuring the sustainability of development is crucial to achieving it and is one of the most actively studied issues in the area. To date most studies of measurements or indicators have been largely theoretical. However this book a follow-on to Bell and Morse's highly influential Sustainability Indicators (1999) presents valuable practical advice on how to develop measurements that will work in real-life development contexts. It describes and analyses how to derive validate and apply indicators in the course of an actual development project.

In this unique and provocative contribution to the literatures of political science and social policy, ten leading experts question prevailing views that federalism always inhibits the growth of social solidarity. Their comparative study of the evolution of political institutions and welfare states in the six oldest federal states - Australia, Austria, Canada, Germany, Switzerland, the US - reveals that federalism can facilitate and impede social policy development. Development is contingent on several time-dependent factors, including degree of democratization, type of federalism, and the stage of welfare state development and early distribution of social policy responsibility. The reciprocal nature of the federalism-social policy relationship also becomes apparent: the authors identify a set of important bypass structures within federal systems that have resulted from welfare state growth. In an era of retrenchment and unravelling unitary states, this study suggests that federalism may actually protect the welfare state, and welfare states may enhance national integration.
